Mr. Ilir Tomorri is an agrarian economist with more than 30 years of work experience in agriculture, rural economic development, and access to finance, public administration, project management, and enterprise management and accounting. He has initiated his career in the private sector, focused on financial management and access to finance at the Agriculture Commercial Bank, Albtelecom sha, and Albanian Saving and Credit Union. After almost 20 years in the private sector, at the intersection of agriculture and banking, Mr. Tomorri has pursued an academic career. Being a guest lecturer in his areas of expertise, he contributed to several universities in the country. As of 2015, he is a lecturer at the Faculty of Economy and Agribusiness, at the Agriculture University of Tirana. For the period 2016-2020, he held the position of the Head of Studies and Student’s Office and as of 2021 is the Head of Teaching and Research, at the Department of Agribusiness Management. He is an associate professor and holds a PhD in economy.
Mr. Tomorri has a well-established record of academic research activities, in areas such as access to finance for rural areas, financial sector development and cross-cutting issues with agriculture and rural areas, private sector development as well as in small & medium enterprises, challenges of accounting, leasing principles in Albania, financing methods for SMEs, particularly those in the agriculture sector etc. Counting on his applied skills, he has dive in additional efficiency research questions in terms of public administration management, public services and sustainable development issues. He has carried out research on topical issues in agricultural market developments such as the vegetable market in Albania, the wine industry, development and support for small farmers and agri-business development, focusing on tourism, agri-tourism and value chain.
This broad-based experience enables him to provide consultancy and advice on the current main challenges of the agriculture sector and sustainable development, particularly in rural areas, such as access to finance, financing instruments, establishment and development of MSMEs in agriculture and tourism. His extended acquaintance with IPARD related funding and outputs, and other financing schemes, plays a key role in project preparation, business case and value chain development. Moreover, he counts on several experiences as an expert in EU-funded projects and other relevant programs. He speaks fluently English, Italian and Greek.
